To prevent spammers and bots to grow there friend list facebook imposed a new set of rules, If user add any stranger and request is rejected a number of times account will be flagged and a temporary band will be imposed for 2 days initially on sending friend requests to unknown user. If any user continue the practice the band can be extended.
